Name: Todd G. Shipley, CFE, CFCE Author, Speaker, Cyber Explorer Biography: Todd is an American cybersecurity expert and entrepreneur. He is a former President of the High Technology Crime Investigation Association (HTCIA) and was the 2023 recipient of the HTCIA Lifetime Achievement Award. He is a Certified Fraud Examiner (ACFE), a Certified Forensic Computer Examiner (CFCE), and a Certified Cyber Crime Investigator (NW3C). He retired as a Senior Detective Sergeant managing both Fraud and Cyber Crime investigations. As the Director of Systems Security and High-Tech Crime Prevention Training for SEARCH, overseeing a nationwide program of trainers to local, state, and federal justice agencies. He retired from the Air National Guard as a Chief Master Sergeant and is a U.S.A.F combat veteran. Todd participated with the U.S. Dept. of Justice drafting guidance for law enforcement investigation of technology crimes, with Interpol as a subject matter expert on Darknet investigations and as a guest lecturer for the Canadian Police College’s Advanced OSINT course. Todd co-authored the book Investigating Internet Crimes: An Introduction to Solving Crimes in Cyberspace, and the Law Enforcement Tech Guide for Information Technology Security: How to assess risk and establish effective policies. He has also authored various other papers and articles. Todd was featured as an Internet investigations expert in the Alex Winter documentary movie “Deep Web”, and he regularly appears in the news as an expert on technology investigations. He is President of Dark Intel, a company that researches and documents the Darkweb where he currently speaks and trains globally regarding technology investigations and the Darkweb.
