Debbie Garner retired from the Georgia Bureau of Investigation as the Special Agent in Charge of GBI’s Child Exploitation and Computer Crimes Unit and was the Internet Crimes Against Children (ICAC) Task Force Commander for the State of Georgia for the last 8 years of her career. In that capacity she oversaw the state’s efforts to detect and investigate child sexual exploitation cases. Her leadership of the Georgia Internet Crimes Against Children (ICAC) Task Force resulted in the arrest of over 2,500 offenders.
Debbie Garner’s career with the GBI spanned over 30 years. Prior to her time as the ICAC Commander for the State of Georgia, she had a variety of other assignments in fields such as narcotics, healthcare fraud, fusion center management, terrorism intelligence, officer involved use of force, and general investigations.
Currently Debbie is a technology advocate working in the private sector and non-profit arena, mobilizing a movement, and educating law enforcement officers and executives about tech enabled innovations and solutions for modernizing their agencies. Most recently she has worked with companies such as Cellebrite, Grayshift, Netspark (CaseScan) and Hexordia. She utilizes her extensive network, experience, and knowledge to align the voices of law enforcement, technology providers, Internet platforms, lawmakers, and the public, developing forward-looking strategies and driving awareness of how technology can keep our communities safer.
Debbie has also recently returned to the Georgia Bureau of Investigation providing targeted support as the Georgia Threat Intelligence Project (GTIP) Coordinator. In this capacity, she develops and organizes targeted training initiatives to enhance the capabilities of crime and intelligence analysts within the state.
Debbie Garner is an Instructor for the National Center for Missing and Exploited Children. She is a Committee Member of the Georgia Statewide Expert Committee for Sexual Assault, Child Abuse and Human Trafficking. She is also a founding board member of Raven, a 501(c)4 focused on legislative and budgetary changes affecting the fight against child sexual exploitation. Additionally, she is member of the advisory board of Revir Technologies. Additionally, she attended the 267th Session of the FBI National Academy and remains active at both the national and state level of the FBI National Academy Associates (FBINAA).
