As a project consultant for Child Rescue Coalition, Cath developed and leads Operation Artemis, a global, victim centred partnership approach to tackling the availability of CSAM online. Prior to this she was a Detective Chief Inspector at Merseyside Police, serving for 15 years, in a range of specialist departments and leading work focusing on child protection and safeguarding.
She is highly experienced in tackling online child sexual abuse, child protection, and safeguarding. As staff officer to the NPCC lead for child protection she supported UK policing’s response to the national thematic inspection into online child abuse, leading to widespread proactive work and the first practice advice for online child abuse investigations in the UK. This led to child sexual abuse and exploitation (CSAE) being embedded into national serious and organised crime structures and formalised wellbeing support developed for CSAE investigators. She developed the establishment of the national Police Online Investigation Team (POLIT) network, a pro-active driving force responsible for disrupting online offenders; and the network for senior police leaders in safeguarding, driving positive change and continuous improvement.
Her influence at national level has been evidenced in government consultation engagement, working for legislative change, and the development of the national CSE Taskforce. She has also worked with national statutory and non-statutory organisations to enhance information sharing and improve joint working.
